This goblin isn't leading a war band or hoarding treasure — he's the one who starts the brawl when negotiations go sideways. Bare-chested and belligerent, he stands with a bottle raised to his lips and one finger pointed upward, as if in the middle of making a very important, very wrong point. The ragged loincloth and buckled belt suggest he had standards once. The posture suggests he's well past caring. He also knows exactly where the duke's signet ring ended up, and someone in this room very much doesn't want that information shared.
